LONDON (Standard & Poor's) Oct. 29, 2004--Standard & Poor's Ratings Services said today that it revised its outlook on the Republic of Portugal to negative from stable due to budgetary weaknesses. At the same time, Standard & Poor's ffirmed its 'AA' long-term and 'A-1+' short-term sovereign credit ratings on the Republic.
"Our concern centers on the Republic's continued real increase of primary expenditures in the past two years," said Standard & Poor's credit analyst Trevor Cullinan. "These show that the government's reform program has yet to deliver any appreciable improvements in control over spending in key are as such as health care and the compensation of public sector employees.
"In addition, the authorities continue to rely on one-off measures to meet Portugal's obligations under the Maastricht Treaty, rather than pursue further structural reforms. At the same time, credible peer pressure from European partners through the Stability and Growth Pact procedures has weakened significantly. Moreover, there is a risk of further slippage as the election cycle gets underway."
